Notice to All Music Instructors
I am pleased to inform members that, at a meeting of the SNCT held on Tuesday 19 June, it was agreed to pay music instructors a 10% increase with immediate effect. The wider issues concerning music instructors will be examined by a specialist sub-group. Therefore the unions have agreed to withdraw Tribunal action, and it is hoped that the increase will be in pay packets by July 2001.

PAT Guidance on: McCrone - 35 Hour Working Week (June 2001)
General Principles (apply to Primary & Secondary)
3 Stages:
- Agree Annual Programme 2001/02. 38 or 39 Week - Different for different authorities. Depending on when holidays fall. (With agreement of all staff).
All unions must be involved at all 3 stages (McCrone paragraph 5.2)
Stages 1 & 2 - Can be done by a committee/representatives.
PRIMARY
Things to think about:
Parents Evenings:
- When: 4.30 - 6.30 / 7.00 - 9.00 ?
- Other evening events - concerts etc
Forward Planning:
- Suggest 2 hours preparation per cycle
Staff Meetings:
5-14 Reports:
- Based on an average class size in school
Suggest not using whole of collegiate time - flexibility necessary to respond to the unforeseen.
Any remaining time:
- Additional preparation correction
CPD Review Meetings:
- Collegiate time. If done during working week it would not count towards additional 35 hours’ CPD.
Prep & Correction - At time and place of teacher’s choosing but some mechanism to indicate when teachers are in school for Health & Safety and good manners! Report writing/forward planning - not necessary to be done in school.
Primary schools will have little or no time for development work. School development plans will have to be slimmed down and be capable of being undertaken during Inset Days.
SECONDARY

Parents’ Evenings:
- A maximum of six meetings, each with a notional duration of 5 hours, comprising: 2 hours for parent contact, 2 hours for preparation & 1 hour for travel
- Remember the purpose for these meetings is for reporting to parents. Thus timing is important - there should be consensus amongst staff, but probably they should not start before 6pm. If there is no agreement stick to status quo.
Departmental Meetings
- Suggest status quo for 2001/02 unless staff agree change
Principal Teacher Meetings:
- One meeting of 1 hour per term
Staff Meetings:
- At least one per term - inset days can be used (1 hour)
Whole school activities:
- Suggest eight of one hour per session
Departmental Development:
Guidance:
- About one third of Departmental development time (say 12-13 hours)

Promoted staff:
- For example, PTs should expect a t least TWO additional non-teaching periods per week for carrying out their duties.
Remaining time from 35 hours:
- Professional discretion and flexibility should be given to teachers regarding any time still left from the 35 hours. This should be at a time and place of the teacher’s choosing but (as with primary above) there should be a mechanism to inform head teachers or appropriate manager if the teacher is not in school in these circumstances.
Teachers of senior classes:
- Staff in this position have a great deal of work associated with assessment and SQA administration. Allowance should be negotiated to recognise this factor.
