APPENDIX H: THE EARLY YEARS AND CHILDCARE SECTION

Subject to current legislation and the provisions of Rule 24, the EYC Section shall have autonomy in connection with the determination of policy and conduct of negotiations in respect of all matters which relate solely to the terms and conditions of employment of the members of the Section.
- The objects of the section shall be:
a. to promote professional standards among nursery nurses, and all those involved in child care and related
professions;
b. to further the advancement of childcare by study and research, by initiation of proposals for reform, and by resisting
any reduction of standards;
c. to promote services to members on all aspects of their work, including information and advice on employment
opportunities and training facilities.

Membership of the Section shall be open to persons who are eligible for membership of the Union in accordance with Rule 12.

a. There shall be a Section Committee, which shall be responsible for the government of the Section in accordance with the Union’s
Rules and these Section Rules.
b. the membership of the Committee shall consist of:
i. representatives from such designated areas as may be decided by the Council from time to time;
ii. any member of the Council who has been elected to represent the EYC Section on the Council;
c. Nominations for membership of the EYC Section Committee to represent any given area shall be supported by the
signature of not fewer than two members in the designated area.
d. Members shall be elected by secret ballot to serve for a quadrennium, or part thereof, as determined by the Council.
e. Only members who are qualified under the terms of Rule 12 of the Union’s Rules shall be eligible to become
members of the EYC Section Committee, except that members formerly qualified under this Rule shall be eligible to
stand for election only if no other nominations are received.
f. Vacancies occurring through death, resignation or any other cause shall be filled by secret ballot.
g. i. Management of the Section Committee shall be by the following office-bearers:
Chairman;
Vice-Chairman;
Immediate Past Chairman, except when the position shall remain unfilled.
ii. At the first meeting of a new quadrennium following the Annual General Meeting of the Union, the Committee shall
elect from its membership the office-bearers named above, save that, if the Vice-Chairman from the previous year
shall have been re-elected to the Committee, s/he shall automatically become Chairman of the Committee; and if
the Chairman from the previous year shall have been re-elected to the Committee s/he shall automatically become
Immediate Past Chairman;
iii. At the start of the second, third and fourth years of the quadrennium, the Vice-Chairman elected the previous year
shall if willing automatically become the Chairman and the Chairman of the previous year shall automatically
become Immediate Past Chairman; in the event that the Vice-Chairman shall be unwilling to become the
Chairman, the previous Chairman shall remain in office and the position of Immediate Past Chairman shall
remain unfilled.
h. Subject to remaining within the agreed budget, the EYC Section Committee may co-opt further members provided
that the number of co-opted members is never greater than one third the de facto membership: co-opted members
shall have the right to speak but not to propose, second or vote.
5. a. The Section Committee shall meet as required, and at least three times each year, subject to remaining within the
budget determined by Council.
b. The quorum shall be at least one third of the members of the Committee, and shall include at least one of the
office-bearers.
c. At least two weeks’ notice shall be given of all meetings. Minutes shall be kept of meetings of the Section
Committee. The Committee shall liaise with, and report back to, the Council.

The financial provision for this Section shall be decided annually by the Council after consultation with the Section Committee.

In the event of any conflict arising between the Rules of the Union and these section Rules, the Rules of the Union shall prevail except where these Rules expressly provide otherwise.
- Proposals for the amendment of these Section Rules may by made under Rule 24 of the Union’s Rules as follows:
a. by any member of the Section where any such proposal shall be delivered to the Committee Chairman fourteen
days before the next Committee meeting. Any such proposal, which is approved by the Committee, shall be
forwarded to the Council for approval and shall take effect only when approved by the Council;
b. by the Council, provided that any such proposals shall have been discussed with the EYC Section Committee. Any
such proposals subsequently forwarded to the Council shall take effect only when approved by the Council.
APPENDIX J: THE WIDER WORKFORCE SECTION

Subject to current legislation and the provisions of Rule 25, the WW Section shall have autonomy in connection with the determination of policy and conduct of negotiations in respect of all matters, which relate solely to the terms and conditions of employment of the members of the Section.
- The objects of the Section shall be:
a. to promote professional standards among staff allied to teaching and all those involved in related professions;
b. to further the advancement of the professional role of those who work alongside teachers in schools or colleges or
who provide peripatetic education services, by initiation of proposals for reform, and by resisting any reduction of
standards;
c. to promote services to members on all aspects of their work, including information and advice on employment
opportunities and training facilities.
3. Membership of the Section shall be open to persons who are eligible for membership of the Union in accordance with
Rule 12.
