2008 pay deal for Scottish teachers

Details of pay deal for December 2007 and 2008-2011

Pay Settlement as agreed at SNCT meeting on 13 December 2007

 

Pay increases as follows:

 

0.5% on 2007 salaries from 1 December 2007 to 31 March 2008

This is the response to the ’reopener’ clause in the previous agreement (SNCT/33).

 

2.25% on salaries from 1 April 2008 to 31 March 2009.

 

2.50% on salaries from 1 April 2009 to 31 March 2010.

 

2.40% on salaries from 1 April 2010 to 31 March 2011.

 

There would be no ’re-opener’ clause within the three year deal.  However, it was agreed that the following would be written into the agreement:

 

The SNCT, in accordance with its objectives set out in paragraph 2 of the SNCT Constitution (SNCT Handbook Appendix 1.1), is required to secure and maintain appropriate pay levels for teachers and associated professionals.

 

Over the period of this agreement, the SNCT will monitor movements in prices and wages generally.  It will also consider evidence on the recruitment and retention of teachers.  Early in 2010/11, the SNCT will consider these findings and their implications for the pay levels of teachers and associated professionals.  Thereafter, the SNCT will determine its position on commissioning research, in accordance with paragraph 5.4 of the 2001 National Agreement: A Teaching Profession for the 21st Century, to inform its deliberations and to meet its objectives on pay.

Voice Scotland statement on 2008 pay deal for Scottish teachers

 

Voice Scotland has commented on the 2008 - 2011 pay settlement (totalling 7.32% compound over three years) agreed late yesterday at a meeting of the Scottish Negotiating Committee for Teachers (SNCT). 

 

Maureen Laing, Voice’s Senior Professional Officer (Scotland), said: "We regret that negotiations had to be constrained within such a tight financial framework and are very disappointed that this pay offer does not address the slippage, in comparison to other employees, that has taken place since the previous negotiations in 2003. 

 

"We fear that further erosion, relative to salaries available to graduates in other professions, will discourage the recruitment of talented students into teaching or the retention of new entrants for a long-term career."

 

Notes 

 

1. Evidence of slippage: Teachers’ pay increased from August 2003 to April 2007 by 10.43% while the Average Earnings Index increased by 15.4% and the Retail Price Index grew by 12.7% over the same period. More recently (October 2007 data), the RPI is increasing at 4.2% per annum, the CPI by 2.1% p.a. while Average Earnings increased by 4.1% p.a. (Whole UK economy September 2007) and in the Public Sector by 3.0% p.a .

 

2. The following claim for 2008 was presented by the Teachers? Panel on the SNCT on 26 November 2007: "The Teachers’ Side of the SNCT calls upon the Scottish Government and local authority employers to sustain the integrity of the pay settlement agreed in A Teaching Profession for the 21st Century by increasing all salary points for staff within the scope of the SNCT with effect from 1 April 2008 in line with earnings in the economy generally."   The Teachers? Panel claim was for the same percentage increase to be paid on all salary points for all groups covered by the SNCT.

Statement issued by Scottish Negotiating Committee for Teachers

 

A three year pay deal for Scotland?s teachers has been agreed by the Scottish Negotiating Committee for Teachers.

 

The deal is worth over 7 per cent over three years and is made up of 2.25 per cent for 2008/09 and 2.5 per cent for 2009/10 and 2.4 per cent 2010/11.

 

Fiona Hyslop, Cabinet Secretary for Education and Lifelong Learning said: "I am very pleased that we have reached this agreement. This is a fair deal with real benefits for pupils, teachers and schools throughout Scotland. It will provide stability over 3 years and will allow us all to focus on improving educational outcomes for our children over that period. It demonstrates the benefits of close partnership working and our commitment to improving the lives of Scotland?s children."

 

Councillor Isabel Hutton, the COSLA spokesperson for Education, Children and Young People, commented on the teachers’ pay deal: "This three-year settlement brings stability to education in Scotland. It represents a good deal for Scottish education, for Scottish local government and for Scottish teachers. We are clear that the deal protects the value of teachers’ salaries in the context of the financial settlement for local government. It will allow the profession to work towards delivering even better educational outcomes for our children."  

 

Malcolm Maciver, Teacher’s side Joint Chair, said: "In the context of a tight financial settlement for Scottish local authorities this pay award provides stability for Scotland’s teachers. The negotiations were very difficult given the economic situation but it was the desire of all parties to agree a fair settlement. At a time of change in Scottish education teachers, local authorities and the Scottish Government have much to benefit from the certainty this deals brings and the continuation of positive industrial relations."

 

Notes

 

The Scottish Negotiating Committee for Teachers is made up of representatives from the Scottish Government, COSLA and main teaching unions. The committee has 22 members - three from the Scottish Government, eight from COSLA, eight from the EIS, two from the SSTA and one rotated between the NASUWT and Professional Association of Teachers on an annual basis.
