In the past, changes to aspects of the 'core elements' of the 'Green Book' (the national agreement on pay and conditions of service for local government services) have been made nationally. However, the National Employers have issued local authorities with advice that they can make changes locally. Recently some local authorities have reduced the nationally agreed provisions for short-term and long-term sickness.
