Voice Scotland considers that Option one, “status quo” is the best option of the four options outlined.
It is noted that a marginal percentage of compensation arrangements are above £100k in practice. In the context of local authorities, for example, it is noted that decisions on exit payments are reported at a full council level annually, with reports providing information on costs and savings of all exit payments. Indeed, such decisions are required to be supported by business cases with reference to savings made in the longer term.
Therefore, the status quo already meets best value in relation to compensation arrangements.
The status quo also avoid the potential unintended consequences listed within paragraph 5.6 of the consultation document.
